With 6MHz of the 700MHz spectrum, that could enable up to three separate “channels” of use (with LTE), enabling them to set aside some spectrum for public safety use, while being able to monetize the rest. That could possibly curry favor with the FCC to get an exemption to operate a commercial network in that band. And this isn’t even touching on the spectrum that Dish could get in the S-Band (though I don’t know if they would be able to integrate that with their existing Ku-band infrastructure).
